MINUTES <br />CITY COUNCIL <br />NOVEMBER 28, 2001 <br />heads. He agreed with the need for continued goal setting sessions to be held <br />early in the year. Anderson provided an "M" rating suggesting that the <br />Council needs to spend more time constructing a strategic plan that goes <br />beyond development. He commended the Administrator for evaluating staff <br />and projects on a goals/objectives basis. He noted that the Administrators <br />legislative knowledge is very helpful. Montour rated "M" noting that there is <br />so much focus on current projects, there is little time for long range plam~ing. <br />He also noted that the Administrator is up to date on legislative issues and that <br />he directs staff well to carry out plans as needed. LaValle provided an "M" <br />rating again noting the year to year planning rather than long range. <br />Next reviewed was "Relationship with Public/Public Relations". Fahey rated <br />the Administrator as "E" commenting that the newsletter and web site are done <br />well and the staff has an appropriate customer service focus. He further <br />commented that the Administrator is recognized as the City's primary leader <br />by all community organizations. He commended the Administrator for the <br />involvement of the Debt Levy Reduction Committee, the town meeting, and <br />his relationship with developers. Anderson rated this area as "M" stating that <br />he would like to see more proactive media contacts and would like to know <br />more about citizen complaints/comments received by staff. He commended <br />the City's publications and web site as high quality and focused on usefulness. <br />Montour provided an "E" rating and commended the Administrator for timely <br />and consistent communications. He stated that the web site is a success and <br />the town meeting was a great plus. LaValle rated this area as "E" and <br />commented that he has never heard an adverse comment regarding the <br />Administrator unless it's related to a cost issue. Scale rated this at~ea at "E" <br />stating that the own meeting was excellent and commenting him for <br />correspondence to citizens and the Council. <br />The Council reviewed "Intergovernmental Relations" with Fahey providing an <br />"M" rating stating that the Administrator interacts effectively with officials and <br />elected representatives and is an effective advocate for the City as part of the <br />Sheriff's contract group. Anderson provided an "E" rating commenting the <br />Administrator for his leadership in LMC and RCLLG that provides added <br />benefits to Little Canada in terms of good ideas and improved reputation. <br />Montour provided an "E" to "M" rating stating that the Administrator is an <br />effective leader and great representative for Little Canada. LaValle provided <br />an "E" rating commending the Administrator for his leadership in the area of <br />Sheriffs Department meetings. Scalze provided an "M" rating and stated that <br />this is because the City's focus has been in real estate, therefore, his time has <br />been limited. She added that he is a good representative on the Northeast <br />Diagonal. <br />Council reviewed "Professional/Personal Development". Fahey rated this area <br />as "M" stating that the Administrator is so focused on producing good results <br />3 <br />
