MINUTES <br />CITY COUNCIL <br />NOVEMBER 28, 2001 <br />Montour pointed out the issues of State tax reform. Duray indicated that <br />calculations were difficult because of the new tax changes this year. However, <br />the Committee considered all the information that was available and tried to <br />make some prudentjudgements based on that information as well as what the <br />Committee felt the citizens of Little Canada would want. Duray also felt that <br />the Council and the citizens should be proud of the strides the City has made in <br />the lower ranking the City has achieved as far as taxes compared to other <br />Ramsey County cities. <br />REQUEST BY Sue Nelson, President of Canadian Days, appeared before the Council <br />CANADIAN requesting that they be allowed to operate in the Little Canada Bingo Hall. <br />DAYS TOR Nelson reported that they currently operate pull-tab sites at The Venetian <br />SESSIONS AT Imi and at Saxon Lanes. The Venetian ,Inn site is closing at the end of this <br />TAE LITTLE year and the Saxon site is seasonal, operating from October through May. <br />CANADA Therefore, the Canadian Days Committee is looking for other charitable <br />BINGO AALL gambling opportunities. <br />Nelson reported that they are not interested in displacing any of the three <br />organizations which each have one day at the bingo hall, but hoped the Council <br />would considering transferring one of the four days that Millenium Charity <br />Plus has to Canadian Days. Nelson pointed out that one consideration is that <br />Millenium Charity Plus has gross proceeds over $500,000 which increases <br />their tax obligations and reduces the amount of money they can give to charity. <br />Fahey commented that the City's policy has been to give first priority for <br />charitable gambling opportunities within the City to community-based <br />organizations. He noted that at the present time there are two organizations <br />operating at the Little Canada Bingo Hall that are not community-based <br />organizations. However, of the two, Fahey felt that North Suburban Youth has <br />made significant contributions within Little Canada while Lake Owasso's <br />contributions have been more limited. Fahey commented that one difficulty is <br />that the gambling licenses for North Suburban Youth and Millenium Charity <br />Plus are up for renewal in 2002, while the licenses for Lake Owasso and the <br />Little Canada Historical Society are up in 2003. Fahey stated that he was not <br />in favor of taking gambling sessions from Millenium Charity Plus, North <br />Suburban Youth, or the Historical Society at this point. <br />Scalze suggested that there are four organizations operating at the Little <br />Canada Bingo Hall, and suggested that there was an opportunity to share with <br />Canadian Days. <br />LaValle asked about Canadian Days' financial needs. Nelson reported that it <br />costs between $40,000 and $50,000 to put on the Canadian Days Celebration <br />
