MINUTES <br />CITY COUNCIL <br />NOVEMBER 28, 2001 <br />Mary Ann O'Kane, Canadian Days, agreed with Pechman's earlier comments <br />that if Canadian Days gets sessions at the bingo hall they will need employees, <br />therefore, no jobs would be lost. O'Kane reported that another option would <br />be to grant Canadian Days permission to operate pull-Cab sites in the tobacco <br />shops that exist in the City. O'Kane pointed out that Canadian Days feels that <br />all the charities operating at the bingo hall are very valid and would not want to <br />see any of them displaced. Their only reason for suggesting that they be given <br />a day from Millenium Charity Plus is because they have four days allocated at <br />the bingo hall. <br />Scalze pointed out that the City is involved in the taking of The Venetian Inn <br />site from Canadian Days, thus reducing their charitable gambling revenue. <br />Fahey stated that he does not disagree that the City needs to support Canadian <br />Days and that it is a great organization. Fahey stated that one option would be <br />to reduce the number of sessions for Millenium Chat~ity Plus at this point, with <br />reconsideration given at the time Chat Lake Owasso's license renewal comes up <br />in 2003. <br />Betty Strohbeen, Gambling Manager for Lake Owasso, pointed out the updated <br />contribution information for their organization presented to the Council this <br />evening. She also pointed out that the City has made no contribution requests <br />of Lake Owasso for the last two years. <br />Scalze asked if Lake Owasso's charter limited them to donations for <br />handicapped-accessible improvements. Strohbeen reported that their charter <br />does not make this limitation, and they are willing to spend money to make <br />money. Strohbeen also reported that one charitable gambling organization cau <br />donate to another provided the Gambling Control Board grants permission. <br />Fahey felt that the best option he has heard this evening would be to allow <br />Canadian Days to operate pull-tab sites in the tobacco shops. In addition, he <br />would hope that the other charities would provide some assistance to Canadian <br />Days. Fahey felt that this would be the least disruptive to all the charitable <br />organizations. Fahey suggested that staff look at this issue and report to the <br />Council it its next meeting. It was noted that it may be necessary to amend the <br />City's gambling ordinance to allow pull-tab sales in tobacco shops. <br />Scalze acknowledged the fact that the current charities operating at the bingo <br />hall work well together and noted their cooperation in assisting the Market <br />Place Morning'falks. <br />Mr. Fahey introduced the following resolution and moved its adoption <br />
