MINUTES
CITY COUNCIL
NOVEMBER 28, 2001
Fahey pointed out that Canadian Days may have ashort-term need since the
solution may be to reallocate the Historical Society's gambling sessions at
some point in the future.
Scalze asked how the other organizations would fund Canadian Days. Fahey
suggested that the other organizations could make donations to the City that
would be earmarked for Canadian Days.
Chuck Pechman, 735 Keller Parkway, co-treasurer of Canadian Days, reported
that Canadian Days does significant work to improve the quality of life in
Little Canada. While they do not want to take anything away from the other
charitable organizations in the City, Canadian Days has funding needs.
Pechman suggested that the argument that jobs would be lost was not a valid
one, since Canadian Days would also need to employ people to help out at the
bingo hall. Pechman questioned the ability of other charities to donate to
Canadian Days.
Fahey pointed out that the City can budget money for Cvtadian Days each
year, which could then be offset by charitable contributions made to the City
by the charities operating at the bingo hall.
Fahey stated that all the charities operating at the Little Canada Bingo Hall do
a good job for their specific needs and goals. He comments this evening are
not meant to disparage any of these charities. However, he felt that the
Council must look at each of the charities based on what they contribute to the
welfare of the City. Fahey agreed that along-term solution may be for
Canadian Days to take over the sessions currently held by the Historical
Society at the time that the Historical Society decides it no longer wants to
operate charitable gambling. Fahey stated that just because one charity has
more sessions than another does not mean he would be eager to take sessions
from that charity. Fahey suggested that perhaps the City can be creative and
not impact any of the charities at the bingo hall. Fahey saw three options:
Future reallocation of the Historical Society's sessions at some point in
the future;
Current charities continue their operations, but make donations in
support of Canadian Days;
Wait two years and reallocate Lake Owasso's sessions to Canadian
Days.
Scalze pointed out that Historical Society may say they are only interested in
operating for a couple more years, however, things change and they may
decide to continue longer. Scalze stated that she did not want to plan on
displacing the Historical Society.
