Resolution declared adopted. <br />The City Administrator reviewed several action items related to the 2002 <br />improvement Projects. The first was his recommendation that the cap for <br />residential street assessments be raised from $4Z2S per front foot to $48.50. <br />The Administrator also suggested that the Council discuss the potential for <br />20% City participation in the cost of the Ryan Drive project. Scalze noted that <br />the City participated in the cost of improving Ryan Drive a few years ago, and <br />it was her recollection that the property owners were informed that this was a <br />one-time thing. The Administrator agreed with that recollection, but noted that <br />there is new information that there are railroad pylings under Ryan Drive_ Lt <br />will be necessary to excavate these pylings to get a good improvement. This <br />information was not available to the City when the improvement was done a <br />few years ago. <br />The Administrator pointed out that the last time Ryan Drive was improved, all <br />the property owners in Ryan Industrial Park participated in the cost of the <br />project as did the City and Art Ryan. The Administrator recommended that the <br />property owners all be assessed for this improvement as well. <br />Scalze expressed concern with the 20% cost participation on the part of the <br />City noting that these parcels have low property values because of poor soils in <br />the area. Therefore, the businesses have been able to operate at Tower costs <br />than most other businesses. Scalze questioned the fairness of the City's <br />participating in the cost of Ryan Drive road improvements. <br />20 <br />
