A9INl1TES <br />CITY COUNCIL <br />DECEMBER 19, 2001 <br />The Administrator again pointed out the new information that was presented <br />about the pylings under the road. He indicated Chat Frank Frattalone felt that if <br />the area was subcut and the pylings removed, this should resolve the road <br />problems. "There is about a 600-foot stretch of road that will need to be <br />reconstructed. <br />Council discussed increasing the residential assessment rate to $48.50 as <br />recommended by the Administrator. Anderson asked the assessment rate being <br />charged by other cities. He noted that assessments must be tied to increases in <br />property values, and indicated that he was not comfortable increasing the rate <br />if that increase cannot be tied back to an increase in property values. <br />hhe City Administrator pointed out that assessments are subject to the City's <br />proving benetts received. He also noted that the assessment cap allows <br />property owners to know the most they would pay prior to the improvement <br />being ordered. "1'he Administrator felt that the City would be successful in <br />proving benefits received at a rate of $48.50 per lineal foot for road <br />reconstruction based on the increasing property values over the last few years. <br />Mrs. Scalze inh'oduced the following resolution and moved its adoption: <br />RGSOLUT/ON NO. 20(l]-12-293 -INCREASING THE RESIDENT/AL <br />STREET A.SSES.SMENT RATE FROM $47.25 PER FRONT FOOT TO <br />$48.50 PER FRONT FOOT BASED ON THE RECOMMENDATION OF <br />THE CITY ADMIMSTRATOI2 <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Fahey, Montour, Anderson. <br />Nays (0). Resolution declared adopted. <br />Council reviewed the Administrator's recommendation to set the cap for <br />residential water main assessments at $5,340.85 per unit. This amount reflects <br />a CPI adjusUnent. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RESO/ U/'ION NO. 2llOl-]2-294 - S/'7 /'/NG THE RES/DENTIAL <br />WATER MAIN AS.S"E.S"SMENT G'APAT $5,340.85 PER UNI%' BASED ON <br />THE RECOMMEM)A77ON OF %'HE CITY ADMlN/STRATOR <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) LaValle, Scalze, Montour, Anderson, Fahey. <br />Nays (0).
