Resolution declared adopted. <br />CONCENT Mr. Bob Grootwassink appeared before the Council requesting PUD <br />REVIEW & concept review and architectural review for the development of a <br />AI2CHITECTURAL20,000 square foot retail building on the former DeLonais property on <br />REVIEW - Rice Street. Brian Johnson, representing Grootwassink, described the <br />R1CE STREET - concept plan which includes a freestanding Snyders Store on the <br />BOB west end of the building adjacent to Rice Street as well as additional <br />GROOTWASSINK retail space with small individual store ti~onts along the eastern edge of <br />the building. Johnson reported that in reviewing this concept, the Planning <br />Commission recommended that the retail storefronts be designed to appear as <br />individual storeti'onts for each of the tenants with some varying roof lines. He <br />also indicated that the Planning Commission would like to see signage for each <br />of the businesses on the back of the building. <br />"fhe City Planner reported that he has reviewed the concept submitted <br />comparing it with the City°s design guidelines in the Redevelopment Guide. <br />fhe Redevelopment Guide encow'ages buildings out to the street rather than <br />the typical strip center with parking out tiront. Based on these design <br />guidelines, the Planner proposed an alternative plan which separates the <br />building into two separate buildings, one for Snyders and the other for the <br />small retail shops. The buildings are also turned to front into the parking lot. <br />While the back of the Snyders building would technically face Rice Street, the <br />Planner felt that this could be done with architectural treatments so that the <br />building was attractive from Rice Street. <br />Bob Grootwassink indicated that the project as proposed by the City Planner <br />does not work. With Snyders moved out closer to Rice Street, visibility to the <br />Market Place Shopping Center would be blocked. <br />Fahey pointed out that this property is one the City acquired and u~ansferred to <br />Grootwassink. Fahey stated that if Grootwassink could not develop the <br />property consistent with the Redevelopment Guide, perhaps the City could find <br />someone who would. Fahey stated that he was disappointed that the proposal <br />submitted by Grootwassink had the appearance ofa strip mall. <br /> <br />
