MINUTES <br />CITY COl1NC1L <br />DECEMBER 19, 2001 <br />PARK/RICE abutting Park Street and Rice Street proposed by Montanari Homes. <br />STREETS - Fahey pointed out that both the City Planner and the Planning Commission <br />MONTANARI have recommended approval of the proposal. Fahey indicated that while he <br />HOMES does not have a problem with the concept, he feels that access should be via <br />Rice Street rather than Park Street. Fahey pointed out that this development <br />requires Watershed approval. He felt that the Council should take the position <br />that access is not feasible from Park Street so that the Watershed will be <br />inclined to allow for relocation of a portion of the pond on the property to <br />allow access to be brought in from Rice Street. <br />Mark Gosman, Montanari Homes, appeared before the Council requesting <br />approval of the townoffice proposal He noted that the major issue at the <br />Planning Commission meeting was that of access to Park Street. Gosman <br />reported that the project would be identical to the f3lacktern Office Park project <br />further north on Rice Street The townoffices would be private offices that are <br />owner-occupied. This type of development generates very little traffic. <br />Gosman reported that at the Planning Commission meeting the City Planner <br />indicated that the townoffiice development would generate less traffic than <br />would a residential development. <br />Gosman pointed out that the only way to access the site without disturbing the <br />ponds was via Park Street Gosman indicated that he was not sure that access <br />off Rice Street was the best way Co go pointing out that Rice Street is a busy <br />street and making a left turn out of the property would be very difficult. <br />Gosman felt that the townoffice development provided a nice transition flam <br />Che commercial uses in the area to the residential uses. <br />LaValle expressed concern with the access point for this development to Park <br />Street. Right at this point there is not only a hill, but also a curve in the road. <br />LaValle felt that access from Rice Street was preferable. He felt that to <br />achieve this access, a portion of the pond could be relocated and wetland <br />mitigation provided. <br />Scalze asked if there were any way to get a drive to Rice Street without <br />disturbing the pond. "I he City Planner indicated that a portion of the pond <br />would have to be relocated since an access to Rice Street would encroach 30 to <br />40 feet into the pond. Scalze agreed with LaValle's concerns about the Park <br />Sweet access. <br />Montour reported that there are 12 homes along Park Street between Demont <br />and Cow~ty Road C. Adding 14 businesses will more than double the traffic <br />on Park Street. <br />y <br />
