MINUTES <br />CITY COUNCIL <br />JANUARY 26, 2000 <br />Scalze stated that it appears the majority of the building will be block. <br />She recalled from previous discussions about the development, that the <br />south side of the building would be brick given its visibility to Rice Street. <br />Fahey indicated that that was his recollection as well. <br />Reg Plowman, R. J. Marco Construction, described the facade of the <br />building. He noted that brick will wrap around to the south side of the <br />building for approximately 50 feet. The remaining exterior on the south <br />will be block. <br />Scalze indicated that this is different from what Perry Linn first proposed <br />to the City. <br />Plowman pointed out that there is limited visibility to the south side of the <br />building. Therefore, to control costs it is proposed that the majority of the <br />south side of the building will be rockface block. Linn indicated that they <br />are trying to design as much aesthetic appeal into the building as possible. <br />Given the depth of the building on the south side, it would be very costly <br />to brick that entire side. Linn indicated that the benefit would not be there <br />given the limited visibility from the south. <br />Scalze pointed out that the previous discussion had been that the building <br />should be as attractive as the Walgreen's building on the west side of Rice <br />Street. Scalze suggested that the south side of the building will be visible <br />given the adjacent wetland area. Linn pointed out the various levels <br />designed into the roofline and the mixed use of rockface block and brick <br />to break up the building so it does not present just a flat front. <br />Fahey asked the color of the block suggesting that the City would not want <br />gray. Plowman reported that the tan and brown color scheme presented on <br />the drawings is what is being proposed. <br />Pedersen stated that he was not aware that the building would have the <br />appearance of a strip shopping center. Plowman pointed out previous <br />discussion that the use not be limited to just a tire store. Based on this <br />direction from the Council, the project is proposed with a retail <br />component. Linn noted that given the limited depth of the parcel, it was <br />necessary to design the footprint of the building as an L-shape. The only <br />other alternative would be to have separate smaller buildings, and Linn <br />indicated that he thought the City did not support that concept. <br />Morelan referred to the initial concept drawings that were presented to the <br />Council early last year. He noted that the roofline and facade for <br />Goodyear Tire as an anchor tenant broke up the strip mall appearance of <br />the building.
