MINUTES <br />CITY COUNCIL <br />JANUARY 26, 2000 <br />rooflines for the building, rather than the flat design being proposed. <br />Scalze suggested some creativity in the design of the entry area for <br />Goodyear. <br />Plowman pointed out that part of the problem with designing the building <br />is the narrowness of the property which is complicated by the fact that <br />they are dedicating an additional 17 1/2 feet ofright-of--way for Rice <br />Street. The addition of individual vestibules on the front of the building <br />will intensify the setback variance that is being requested. <br />Scalze questioned the need for the large amount of green space being <br />shown on the eastern edge of the property. The Planner reported that the <br />Code would require a 5-foot green space. Linn pointed out that the green <br />space is being proposed as a separation between this property and the <br />adjacent storage facility. <br />Fahey suggested that the building could be redesigned pushing the <br />Goodyear Tire portion back further on the lot and redesigning the roofline <br />to eliminate or limit the strip center appearance of the building. Scalze <br />agreed that the roofline needs to have some variation. <br />The City Planner indicated that the City's architectural guidelines <br />encourage the break up of rooflines. He stated that the concept proposed <br />is generally consistent with the City's architectural guidelines, but agreed <br />that the plan could be improved to distinguish it from other strip malls, <br />emphasizing Goodyear as an anchor tenant and its space almost like a <br />separate building. The Planner noted that the developer has added <br />awnings and recessed the front lines of the building. The Planner further <br />noted that the Planning Commission will be doing an architectural review <br />of the project. <br />Plowman agreed that the Goodyear portion of the building could be <br />moved back four to five feet and some improvements could be made for <br />the entry area on this portion of the building. He did note, however, that <br />to save costs he is proposing brick wrap around the south side of the <br />building for a distance of approximately 50 feet. The remaining south side <br />of the building would be rockface block. <br />Fahey again suggested a different roof design and a higher construction or <br />pitched roof over the Goodyear portion of the building. <br />Plowman asked if the Council had a problem with the mix of brick and <br />block being proposed. Fahey and Scalze stated that they did not. Morelan <br />indicated that he did not care for the repeating theme on the front of the <br />13 <br />
