MINUTES <br />CITY COUNCIL <br />JANUARY 26, 2000 <br />Pedersen suggested that by bringing additional housing into the area, an <br />anchor is less important. Pedersen stated that a strip shopping center did <br />not appeal to him. However, retail with senior housing on a second story <br />did. <br />Grootwassink pointed out that another concept would be several free- <br />standing buildings. Hotzler indicated that Presbyterian Homes is very <br />interested in putting up additional senior housing and are interested in the <br />bowling alley site for this project. Grootwassink indicated that when the <br />shopping center closes on the DeLonais property, they would donate the <br />one acre of land that they own next to Garden Terrace to the City. The <br />City would then be able to work with Garden Terrace on their expansion <br />plans. <br />LaValle asked if the issues at the Market Place have been resolved. The <br />City Administrator reported that there are some landscaping and clean-up <br />issues to be resolved. Grootwassink reported that they have a person that <br />checks the parking lot to make sure everything is in order. They also have <br />the lot swept three days per week. <br />Fahey pointed out that the bank is not represented this evening and <br />indicated that he was not interested in the City acquiring that property if it <br />were not on a voluntary basis. <br />Morelan asked what Grootwassink and Hotzler thought could be <br />developed on the Rice/Little Canada Road site if the bank property were <br />not involved. Grootwassink indicated that an owner-occupied office <br />building would be a possibility. They indicated that the office market is <br />becoming saturated and did not feel an office building for speculation <br />would work. Hotzler also felt that office, retail, and housing development <br />all in one area would be successful. He also indicated that the smaller <br />developer who has a niche would be the type of developer that would be <br />interested in the site. <br />The City Administrator suggested that another possibility would be for the <br />City to develop the site and sell it. The Administrator felt that the soil <br />cotTection work needed on this site is a problem in attracting developers. <br />He also felt that until Little Canada Road is improved, it is difficult for <br />developers to visualize what the road improvement will mean for the area. <br />LaValle felt the City should take an aggressive approach and develop the <br />site for sale or partnership with someone. <br />Grootwassink suggested that the City put its own sign up on the property. <br />
