MINUTES <br />CITY COUNCIL <br />FEBRUARY 9, 2000 <br />LITTLE CANADA drainage and ponding, streetscape amenities, burying of overhead <br />ROAD power lines, upgrade of railroad crossing, sanitary sewer rehabilitation, <br />and right-of--way acquisition. <br />The City Engineer pointed out that currently this portion of Little Canada <br />Road is under the County's jurisdiction. However, once it is <br />reconstructed, it will be turned over to the City. The Engineer described <br />the nature of the improvement in detail. He also noted that there are two <br />options for reconstruction of the western piece of the project. One has a <br />significant impact on The Venetian Inn property and the other does not. <br />Utilizing the option that has limited impact on The Venetian Inn, total <br />estimated costs of the improvement are as follows: <br />Street $951,000 <br />Streetscape $555,000 <br />Burying Powerlines $275,000 <br />Upgrade Railroad Crossing $75,000 <br />City Overhead & Engineering $593,000 <br />Total $2,450,000 <br />The Engineer reported that based on the City's assessment policy, it is <br />proposed that the project be assessed at the commercial rate. That rate is <br />estimated at between $80 and $85 per front foot. There is a total of 6,164 <br />feet of assessable footage. It is also proposed that the residential <br />properties have the option of being assessed at the City's residential rate <br />with a deferral of the difference between the commercial and residential <br />rate. There is 1,608 feet of property that is being used as residential. <br />Approximately 850 feet of frontage is owned by the City. <br />The Engineer reported that of the total estimated cost of $2,450,000, <br />approximately $972,174 would be paid by Ramsey County, $524,000 <br />would be assessed (including an assessment to the City for its frontage), <br />and $950,000 would be funded by a contribution by the City or out of <br />other funding sources. <br />Morelan asked if the project would be overseen by the City. The City <br />Engineer replied that it would. He noted that the project is the result of a <br />joint planning effort by the County and the City, and there are certain <br />minimum standards required by the County for the road. However, the <br />plan includes the streetscape amenities identified by the City as part of the <br />redevelopment guide that was developed a few years ago. <br />Morelan asked how the County's sha~~e of the project costs was calculated. <br />
