MINUTES <br />CITY COUNCIL <br />FEBRUARY 23, 2000 <br />Scalze pointed out that the Planning Commission discussed whether or not <br />the trail from the end of the cul-de-sac to the park was needed. The Parks <br />and Recreation Commission is in support of the path connection. <br />Gordie Howe reported that he asked the Planning Commission if they <br />would consider eliminating the path. He noted that the development has <br />been scaled back to 22 units, and felt that the path would only serve 8 <br />units. These property owners would be able to access the park via Little <br />Canada Road and Jackson Street. <br />Howe also noted that he has revised the concept plan in response to the <br />recommendations of the City Engineer and Public Works Director. These <br />revisions include increasing the radius of the cul-de-sac to 45 feet, angling <br />the intersection of the new street and Little Canada Road to 90 degrees, <br />and straightening out the alignment of driveways on Jackson Street. <br />Fahey indicated that the proposal appears to be a good one and <br />adjustments that have been made have less of an impact on the existing <br />neighborhood. <br />Morelan asked about snow storage. It was pointed out that there has been <br />an area on the plat designated for snow storage. <br />Scalze suggested that given the revisions in the plat that it be sent back to <br />the Parks and Recreation Commission for comment on the trail issue. <br />Howe pointed out that the trail would be very close to Units 10 and 1 I and <br />he was concerned about that impact. It was noted that when Little Canada <br />Road improves, there will be sidewalks along that street. <br />A Jackson Street property owner expressed concern for the type of park <br />development and the impact on her property. It was noted that when the <br />Parks and Recreation Commission begins planning the park, they will <br />solicit input from the surrounding neighborhood. <br />Howe indicated that he would like to submit a request for preliminary and <br />final plat approval in March. He anticipates closing on the property by <br />March 31" with demolition of the existing houses shortly thereafter. <br />Howe indicated that he would like to then get the first unit up for use as a <br />model. <br />Mr. Morelan introduced the following resolution and moved its adoption: <br />RESOI,UTIONNO. 2000-2-39 -APPROVING THE CONCEPT <br />PROPOSAI.
