MINUTES <br />CITY COUNCIL <br />FEBRUARY 23, 2000 <br />INTERSECTION OF LITTLE CANADA ROAD AND .IACKSON <br />,STREET <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (4) Morelan, Scalze, Pedersen, Fahey. <br />Nays (0). Resolution declared adopted. <br />PROPERTY It was noted that the Planning Commission tabled action on the request <br />DIVISION - for the division of 3240 Twin Lake Road into three lots pending additional <br />3240 TWIN information on the issue of access to the City's sanitary sewer line in this <br />LAKE ROAD area. <br />The Public Works Director reported that the City currently leas a 15 foot <br />utility easement from Twin Lake Road to the sanitary sewer line which <br />runs along the back of the lots abutting Twin Lake. The Director reported <br />that from the end of unimproved Mitchell Trail to the lake he is requesting <br />that the easement be widened to 20 feet that that a gravel road be installed <br />to provide access for Public Works vehicles to the sanitary sewer line. <br />The Director pointed out that the gravel can be covered with <br />approximately two inches of dirt and grass in order to make it less <br />conspicuous. It was noted that there are 2 or 3 access points to the <br />sanitary sewer line that abuts the lake. <br />The Director gave the Council some past history related to maintenance of <br />the sewer line noting the City's need for periodic access to this line. <br />Scalze asked if any trees would have to be removed in order to put in the <br />gravel road. The Director indicated that he would try to avoid trees if <br />possible. He also suggested that the City would pay for the gravel for the <br />road, but hoped to work with the developer on the grading. <br />Fahey pointed out that the new lots proposed in the property division <br />would leave road access via Twin Lake Road and not Mitchell Trail. <br />Moreian suggested that there was no reason to require the improvement of <br />Mitchell Trail as a result of this improvement. The time that it should <br />have been improved was when the Klidzejs property was developed. He <br />suggested that Mitchell Trail could be vacated and an easement retained <br />for utility purposes. <br />It was noted that 3344 Twin Lake Road has a driveway over Mitchell Trail <br />for access to Twin Lake Road. 3246 Twin Lake Road has a driveway <br />access on the north side of their property for access to Twin Lake Road. <br />The Deputy Clerk indicated that the driveway access for 3246 Twin Lake <br />
