He also noted that the deed provides for use of the parking lot <br />by members of St. John's Church and restricts the City's use to a public <br />parking lot. Scalze again mentioned that she thought there was another <br />agreement relative to this property which was drawn up in 1979 or 1980. <br />Fahey suggested that the records be researched relative to the second <br />agreement. He also suggested that perhaps the City should obtain <br />ownership of the entire parking lot and that the Church be contacted <br />relative to this idea. He noted that a joint use agreement could b entered <br />into with the Church for the use of the parking lot. <br />PUBLIC The City Council met earlier this evening in a workshop meeting to tour <br />WORKS the existing Public Works Garage and Parks Shop. LaValle indicated <br />GARAGE that after touring these facilities it was his opinion that costs should be <br />obtained for insulation of the Public Works Garage, increasing the size of <br />the overhead doors, as well as other upgrades to the building. LaValle <br />stated that he did not feel the Council could discuss the concept of a new <br />building until these numbers were obtained. <br />Fahey agreed that a cost analysis for upgrading the building was needed <br />before the Council could make any decisions on what the next steps might <br />be. Fahey also suggested that it be determined whether or not the Public <br />Works building needed to be sprinkled. Fahey felt that the existing <br />building was functional, but agreed some modifications were necessary. <br />Pedersen asked about maintenance and operational costs for the building. <br />The City Administrator indicated that staff has looked at the basic <br />operation of the building, but has not obtained estimates for upgrading the <br />building or code compliance issues. <br />Morelan felt that the Public Works Director did a good job at reviewing <br />the past 20 year history of the City and Public Works, but felt that a look <br />at the next 10 years was necessary. Morelan felt that issues of providing <br />services in-house versus contracting needed to be looked at. He suggested <br />the City should be looking at issue by considering what would be done or <br />built today if starting from a clean slate. Morelan pointed out that this <br />would be important to know given that there is limited land availability in <br />the City. Tf there is the need for a new Public Works Garage, a plan <br />should be in place to address the land issue. <br />Scalze suggested that costs for both renovation as well as new <br />construction were needed. <br />
