MINUTES <br />CITY COUNCIL <br />MARCH 8, 2000 <br />Fire Hall. Fahey pointed out the City's use of the Old Fire Hall as a rental <br />hall as well as the community fund-raisers which occur at the hall. <br />Morelan noted that St. John's Church deeded the portion of the parking lot <br />owned by the City with the stipulation that the lot be maintained as a <br />municipal parking lot and that St. John's could continue to use the lot. <br />The Public Works Director suggested that ingress/egress easements should <br />be granted to the proposed respite home, the credit union, as well as <br />apartment building in order to provide legal access for these properties. <br />Morelan stated that it was his understanding that there is adequate access <br />and parking for the apartment building. However, tenants at time park in <br />the parking lot as a convenience. <br />Scalze pointed out that the existing buildings have used the parking lot for <br />access for many years. Fahey agreed and suggested that the issue was <br />how to address the access issue for the new building being proposed. <br />Scalze suggested that there was some Council discussion on the issue in <br />1979 or 1980 and asked that the Council minutes be researched regarding <br />this issue. <br />The City Administrator reported that the issue of access for the proposed <br />respite home can be addressed as part of the planning process. The goal <br />would be to clean up this issue so that proper access is provided. <br />Morelan indicated that the respite development must have adequate <br />vehicle parking on its own parcel. The Public Works Director pointed out <br />that the respite home will have office use on the lower level and parking <br />for that use will occur in the back. The home itself will be on the upper <br />level, and parking will be provided in the driveway on the parcel. <br />However, the City parking lot will be used for access to the lot. The <br />Public Works Director indicated that he is looking for clarification of the <br />ingress and egress issues for this area. <br />LaValle pointed out the historical nature of the ingress and egress for the <br />credit union building as well as apartment building. LaValle felt that the <br />respite home development would have to stand on its own merit. Scalze <br />did not feel it was necessary to have a formal access agreement relative to <br />the credit union and apartment buildings. <br />The City Attorney reported that the church deeded a portion of the parking <br />lotto the City in 1970. He suggested that the legal description on the deed <br />be reviewed to determine the exact location of the property being <br />
