MINUTES <br />CITY COUNCIL <br />APRIL 12, 2000 <br />CHANGE IN <br />COUNCIL <br />MEETINGS <br />Elvie Day appeared before the Council and reported that after the goose <br />round-up last year the mosquito population around Savage Lake doubled. <br />Day pointed out that there are symbiotic relationships that exist throughout <br />nature. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 200(1-4-90 - TAELING ACTION ON THE GOOSE <br />CONTROL. CONTRACT UNTIL. THE APRIL 26, 2000 COUNCIL. <br />MEETING PENDING ADDITIONAL. INFORMATION ON <br />AI TERNATIVE CONTROL. MEASURES <br />The foregoing resolution was duly seconded by Pedersen. <br />Ayes (5) LaValle, Pedersen, Morelan, Fahey, Scalze. <br />Nays (0). Resolution declared adopted. <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2000-9-9I -CHANGING: THEMAYAND JUNE <br />COUNCIL. MEETINGS FROM THE b`ECOND AND FOURTH <br />WEDNESDAYS OF EACH MONTH TO THE SECOND AND <br />FOURTH TUESDAYS OF EACH MONTH <br />The foregoing resolution was duly seconded by Pedersen. <br />Ayes (5) Fahey, Pedersen, Morelan, LaValle, Scalze. <br />Nays (0). Resolution declared adopted. <br />ALCOHOL The Council reviewed the recommendation of City staff regarding <br />COMPLIANCE administrative penalties for liquor establishments that fail alcohol <br />CHECKS - compliance checks and sell alcohol to persons under 21 years of age. <br />ADMINISTRATIVE <br />PENALTIES The City Attorney reported that currently the ordinance provides for an <br />administrative fine of up to $2,000 for alcohol related violations, however, <br />does not provide for a specific schedule of fines as is being recommended <br />by staff. Under State and Federal Law regulating tobacco there is a <br />specific schedule of fines that are mandatory for cities to impose. <br />The Deputy Clerk noted that under the current ordinance if there is an <br />alcohol violation, a hearing would leave to be scheduled before the Council <br />so that the Council can determine the administrative penalty that would be <br />imposed. The recommendation to the Council is for a schedule of fines so <br />that Council does not have to review each violation on a case-by-case <br />basis.
