MINDTT/S <br />CITY COUNCIL <br />APRIL 2G, 2000 <br />LaValle asked about the possibility of increasing the size of the building. <br />Precision Tree reported that they would like to expand in the future, but <br />right now it is an issue of cost. <br />Scalze pointed out that relocation benefits are paid to offset the cost of <br />finding a new property. Scalze pointed out that property is expensive and <br />the small building proposed by Precision Tree would not generate a lot of <br />tax dollars. The City paid a premium for Precision's current site and has <br />tried to assist them in finding a new location. Scalze felt the proposal by <br />Precision Tree to locate on South Owasso Blvd. could be detrimental to <br />the I-P area. <br />Morelan suggested that perhaps a development agreement could be <br />entered into with Precision Tree requiring them to add on to the building <br />within a certain amount of time. <br />The City Administrator indicated that that may be an option, but <br />questioned whether that was practical for them. Their current site was not <br />laid out well for them, and perhaps by reallocating equipment they could <br />reduce the amount of outdoor storage area. <br />Fahey asked if Precision Tree has other options if this request is not <br />approved. They replied that they have looked at many other sites and have <br />found nothing suitable. Scalze pointed out that a lot of cities would not <br />allow this type of use, and pointed out that the South Owasso Blvd. <br />property has good soils and would support an upgraded development. <br />Precision Tree reported that they has a Phase I Environmental Study done <br />on the property and dumping has occw~red on this site. It also contains fly <br />ash. The recommendation is that a Phase II should be done. <br />The Council suggested that a recommendation from a soils engineer would <br />be useful information in considering the request. If poor soils impact the <br />building design or substantial soil corrections are necessary, these would <br />be issues for the Council to consider in reviewing the Precision Tree <br />request. <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />RESOI.
