MINUTES <br />CITY COUNCIL <br />JUNE 13, 2000 <br />The City Administrator suggested that an additional bullet be added after <br />the second bullet of the Action Plan. This bullet would call for <br />presentation of area maps to the City Council as well as call for discussion <br />of the issue of the moratorium with the City Attorney. <br />The City Administrator pointed out that the third bullet calls for discussion <br />by the City Attorney of methods available for securing right-of--way <br />needed for completion of the thoroughfare plans. He noted that it may not <br />be necessary to acquire the right-of--way and the City may be able to <br />record the thoroughfare plan as a means of designating future right-of--way <br />needs. <br />It was the consensus of the Council that this action plan was acceptable <br />with the addition of the moratorium discussion as outlined above. <br />The next Action Plan reviewed was "Make Decision on Public Works <br />Garage Renovation/New Construction". <br />The Council asked for clarification as to the type of consultant that would <br />be needed for this project. The Public Works Director explained that a <br />consultant would be needed to look at the existing Public Works facility <br />and identify any deficiencies with that building. In addition to a list of <br />deficiencies, the consultant would also put together cost estimates for <br />correcting the deficiencies. A second step would be to do a needs study as <br />well as a cost estimate for a new Public Works building. <br />Morelan asked if the study will determine future needs, as well as how <br />much additional Public Works functions would be done in-house versus <br />contracted. The Administrator replied that the study would be a functional <br />space analysis. This study should include looking at the functions of the <br />Department and space needs depending on whether-work is done in-house <br />or contracted out. <br />Fahey felt that Public Works functions should stay the same or decrease, <br />not increase. Therefore, a space analysis should be based on the existing <br />level of service currently being provided. Fahey also pointed out that the <br />Council needs information on Code issues that must be addressed at the <br />City Garage as well as information on the cost of a new facility. Then the <br />Council can compare the cost of upgrading the current building with the <br />cost of a new facility. <br />Scalze asked if the City's building inspection staff could define the Code <br />issues at the existing Public Works Garage. The Public Works Director <br />felt that the inspection staff could identify Code issues, however, OSHA <br />requirements must also be addressed. The Director also pointed out that <br />
