MINUTES
CITY COUNCIL
JiJNE 13, 2000
the City is currently making application for a safety grant to address some
of its OSHA needs at the Garage.
Morelan felt that a key issue would be future needs, such as whether or not
the City needs its own street sweeper. If so, is there adequate space to
house and service it.
The Public Works Director indicated that he is hearing from the Council
that the level of service should remain at the status quo. He indicated that
that will be the benchmark that will be used.
Morelan stated that he did not want to be shortsighted, and suggested that
long-term needs must be considered.
Fahey stated that he would have to be convinced that it was in the City's
best interests to increase the amount of in-House services provided rather
than provide those services on a contracted basis.
The Public Works Director indicated that another factor to be considered
is that there is a shortage of available property in the City. If the long-
term needs show that a larger Public Works Garage is necessary, the
Council may want to act on acquiring a piece of property at this time.
The City Administrator indicated that he would ask the City's inspectors
to prepare a Code deficiency report for the Public Works Garage. The
consultant would look at the garage from the perspective of needed OSHA
improvements. They would also prepare a cost per square foot for
construction of a new facility.
Based on this discussion, the Council was in agreement with the Action
Plan as presented.
Council reviewed the Action Plan for the goal, "Identify and Acquire
Easements for Missing Trail Sections". The Park & Recreation Director
indicated that the Parks & Recreation Commission would be reviewing the
City's trail plan at its July 6°i meeting. The next step would be to have a
workshop with the City Council to consider the Commission's
recommendation relative to the missing trail sections. It was the
consensus of the Council to follow the Action Plan as presented noting
that a workshop between the Council and the Commission should be
scheduled for July 12`x'.
The next Action Plan was "Explore Cooperative Agreement with St.
John's regarding shared Community Space in Proposed Parish Community
Center". The City Attorney reviewed his memo dated June 9, 2000
