MINUTES <br />CITY COUNCIL <br />JUNE 13, 2000 <br />LaValle agreed and suggested that the old Capitol View school site which <br />is owned by School District 916 was astate-of--the-art school building at <br />one time. LaValle felt this was a more appropriate location for Family <br />Academy. LaValle felt that if there are problems at the alternative <br />learning center, those should be corrected so that the school can be put to <br />additional uses. <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2000-6-143 -DENYING THE REZONING OF 433 <br />EAST LITTLE CANADA ROAD FROM RESIDENTIAL. BUSINESS <br />(RB) TO PUBLIC (P) BASED ON THE FINDING THAT THE R-B <br />DISTRICT IS APPROPRIATE FOR THE SITE AS DIRECTED BY <br />THE COMPREHENSIVE LAND USE PLAN <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Fahey, Scalze, Pedersen, LaValle, Morelan <br />Nays (0). Resolution declared adopted. <br />AMENDING Fahey opened the Public Hearing to consider an application made by Tom <br />ZONING Conroy for an amendment to the Zoning Code to allow public schools as <br />CODE a conditional use in the Residential Business (R-B) Zoning District. The <br />RELATING Planning Commission has recommended denial of the Zoning Code <br />TO RB amendment given their support for the rezoning of 433 Little Canada Road <br />DISTRICT to Public. The Planning Commission felt that the text amendment would <br /> compound the potential problem of property being taken off the tax rolls <br /> given that it would apply to all RB-zoned properties in the City. <br />There was no one from the general public present wishing to comment on <br />this matter. <br />Upon motion by LaValle, seconded by Pedersen, the public hearing was <br />closed. <br />Morelan stated that he was a little more agreeable to allowing public <br />schools as a conditional use in the Residential Business District than he <br />was to rezoning 433 Little Canada Road to Public. Morelan agreed that <br />the public charter school would offer more choice to families in Little <br />Canada. He also noted that there are not many properties in the City <br />zoned RB, therefore, the exposure to the City in lost property taxes was <br />minimal and noted that there are ways to address this exposure. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />
