MINUTES
CITY COUNCIL
JUNE 27, 2000
AT LABORE He reviewed those reports that indicate that traffic infom~ation does not
ROAD AND warrant a 4-way stop at that intersection.
ARCADE STR.
Mr. Thomas Roycraft, 2910 Arcade Street, appeared before the Council
reporting that the need for the 4-way stop is not based on traffic volumes,
but rather traffic speeds, visibility issues, and the presence of children in
the area. Roycraft pointed out that this is the only major intersection on
LaBore Road between Edgerton and County Road D that is not an all-way
stop. Roycraft reported that there have been five accidents at the
intersection within the last two or three months. There have also been
numerous near rnisses. Roycraft felt this was a dangerous intersection
given the curves in the road as well as varying grades which make it
difficult to judge traffic speeds.
Morelan pointed out that the City Engineer's letter indicates that there
have been two reported accidents at the intersection of LaBore Road and
Arcade Street since 1995. Pedersen reported that he travels through the
intersection frequently and he never notices any debris that may have
resulted from an accident.
Roycraft indicated that many accidents are minor in nature, therefore, are
likely not reported.
Pedersen suggested that rather than making the intersection an all-way
stop, a solution may be to post signs on Arcade Street indicating that
LaBore Road traffic does not stop. Roycraft felt that would help given
that traffic stopping on Arcade Street has a difficult time judging the
speeds of traffic on LaBore Road.
Morelan agreed that there would be additional traffic controls at the
intersection, and again expressed surprise that only two accidents have
been reported since 1995.
Scalze stated that she travels through the intersection many times per day
and felt that many drivers treat Arcade Street as a yield situation rather
than a stopped street. Scalze felt an all-way stop was not a good idea
given the traffic volumes on LaBore Road.
Morelan suggested that the Public Works Director should take a look at
the intersection and determine what traffic control measures would best
address the situation. Fahey agreed pointing out that signage that through
traffic does not stop may be a good solution.
The Public Works Director indicated that he has looked at the intersection
and would agree with the City Engineer that an all-way stop is not
