MINUTES <br />CITY COUNCIL <br />JULY 12, 2000 <br />Round Lake (Railroad west to new holding pond) - <br />The Park Consultant presented a plan for the Round Lake area that <br />includes a trail system, boardwalk over the concrete water channel, picnic <br />tables, and some benches. The Consultant pointed out that there are still a <br />couple of homes to be acquired on Round Lake. Therefore, it would be <br />possible to do only a segment of the trail system now with the remainder <br />being completed as homes are acquired. <br />The City Administrator reported that it does not appear that Lakeside <br />Apartments wants the trail near their boundary. <br />Scalze asked if there was a way to improve the appearance of the storm <br />sewer pipe outlet. She suggested rocks with a small waterfall would <br />improve the aesthetics of that structure. <br />The City Administrator indicated that he would contact the City Engineer <br />to see if there are some improvements that could be make. <br />Sanders pointed out that relocation of the structure would put it on the <br />apartment property that would then require additional easements. <br />Morelan felt that a portion of the trail improvements in this area should be <br />included with the Little Canada Road improvement as part of the <br />streetscape amenities. Council agreed, and the City Administrator was <br />instructed to have these improvements included as a change-order to the <br />project. <br />Water Works Trail (South Owasso Blvd. to North Owasso Blvd.)- <br />The Consultant reviewed this segment of trail pointing out that the trail <br />will cross the railroad tracks. He indicated that it is a lengthy process to <br />get approval for such a crossing. The Council suggested starting the <br />process now. <br />Vadnais Blvd. (Pratt Development) - <br />The Consultant reviewed the Vadnais Blvd. trail. Anderson pointed out <br />that the County is planning to redo Vadnais Blvd.; and when that happens, <br />the project could include an on-street trail around the lake. It was also <br />noted that it is difficult to plan for this trail at this time until the specifics <br />of the County's road project become known. The issue is which side of <br />the road the County would plan for the trail. <br />
