MINUTES CITY COUNCIL JULY 12, 2000 Power Line Trail (Westwinds to Maple Leaf Court) The Consultant pointed out that land is available to complete the Westwinds Trail to Maple Leaf Court. The trail will eventually connect to Maplewood's trail system. However, there is a piece of land in Maplewood that is under private ownership preventing the connection at this time. The Commission is proposing that the Westwinds Trail connect to the Maple Leaf Court cul-de-sac at this time. Pedestrians could then use Maple Leaf Court to County Road D to the Maplewood trail system. Jackson Street Trail (Little Canada Road to Water Works Trail) - The Consultant pointed out that the Jackson Street trail connection would link Little Canada Road to the Water Works Trail. Morelan asked if the Commission was contemplating an on or off street trail connection. The Consultant indicated that off-street would be preferable. The Council and Commission discussed this issue and it was their consensus that the trail should be an off-street sidewalk. Given that the City has 55 feet of street right-of--way in this area, an off-street sidewalk should be feasible. The sidewalk would extend from Little Canada Road and connect to the trail system in the proposed Jackson Street Park. The Consultant described the proposed development plans for Jackson Street Park. These plans include a trail system, gazebo, plantings, children's play area, 'h basketball court, picnic tables, footbridge, and open lawn area. The Consultant reported that three development concepts were presented to the neighborhood. The concept presented this evening is the neighborhood's preferred options plus some revisions based on their input at the neighborhood meeting. Morelan asked when the Commission is planning for improvements to begin. The Consultant anticipated that money will be included in the 2001 Budget to begin those improvements next year. Fahey suggested that North Suburban Youth Association and the local charities be contacted regarding funding for park improvements. Morelan asked about the Jackson Street trail extending north of the park. The Consultant anticipated that the trail would be on-street at that point. It was suggested that the City Administrator put together achange-order to the Little Canada Road improvement to include the sidewalk along Jackson Street.
