MINUTES <br />CITY COUNCIL <br />JULY 12, 2000 <br />Power Line Trail (Westwinds to Maple Leaf Court) <br />The Consultant pointed out that land is available to complete the <br />Westwinds Trail to Maple Leaf Court. The trail will eventually connect to <br />Maplewood's trail system. However, there is a piece of land in <br />Maplewood that is under private ownership preventing the connection at <br />this time. The Commission is proposing that the Westwinds Trail connect <br />to the Maple Leaf Court cul-de-sac at this time. Pedestrians could then <br />use Maple Leaf Court to County Road D to the Maplewood trail system. <br />Jackson Street Trail (Little Canada Road to Water Works Trail) - <br />The Consultant pointed out that the Jackson Street trail connection would <br />link Little Canada Road to the Water Works Trail. Morelan asked if the <br />Commission was contemplating an on or off street trail connection. The <br />Consultant indicated that off-street would be preferable. <br />The Council and Commission discussed this issue and it was their <br />consensus that the trail should be an off-street sidewalk. Given that the <br />City has 55 feet of street right-of--way in this area, an off-street sidewalk <br />should be feasible. The sidewalk would extend from Little Canada Road <br />and connect to the trail system in the proposed Jackson Street Park. <br />The Consultant described the proposed development plans for Jackson <br />Street Park. These plans include a trail system, gazebo, plantings, <br />children's play area, 'h basketball court, picnic tables, footbridge, and <br />open lawn area. The Consultant reported that three development concepts <br />were presented to the neighborhood. The concept presented this evening <br />is the neighborhood's preferred options plus some revisions based on their <br />input at the neighborhood meeting. <br />Morelan asked when the Commission is planning for improvements to <br />begin. The Consultant anticipated that money will be included in the 2001 <br />Budget to begin those improvements next year. Fahey suggested that <br />North Suburban Youth Association and the local charities be contacted <br />regarding funding for park improvements. <br />Morelan asked about the Jackson Street trail extending north of the park. <br />The Consultant anticipated that the trail would be on-street at that point. <br />It was suggested that the City Administrator put together achange-order to <br />the Little Canada Road improvement to include the sidewalk along <br />Jackson Street. <br />
