MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />AUGUST 23, 2000 <br />Pursuant to due call and notice thereof a regular meeting of the City <br />Council of Little Canada, Minnesota was held on the 23rd day of August, <br />2000 in the Council Chambers of the City Center located at 515 Little <br />Canada Road in said City. <br />Mayor Michael I. Hanson <br />Mr. Greg Schroeder <br />Ms. Kathy Glanzer <br />THOROUGH- The purpose of tonight's meeting is to discuss the need for thoroughfare <br />FARE PLANS - plans in certain areas of the City. <br />ARCADE/LaBORE The first area discussed is the Arcade/LaBore Road area. The City <br />ROAD Administrator reported that he and the City Engineer and Public Works <br />Director have met with the Watershed and the City of Maplewood on the <br />wetland issue in the Arcade Street/LaBore Road area. The Administrator <br />referred to the letter from Cliff Aichinger of the Watershed which <br />discusses the wetland as it existed in this area in 1945 and the fact that this <br />wetland has not changed substantially since that time. The Watershed has <br />aerial photographs to support this position. The Administrator further <br />explained that it is the type of vegetation that determines whether property <br />is a wetland or not rather than if there is standing water on the property. <br />It was noted that the Sculley's purchased their property in 1949. The <br />Administrator reported that John Sculley has reported that his father had <br />dynamited ditches through his property in order to drain it. The Sculley <br />family farmed the property. The Administrator reported that the <br />Watershed indicated that just because property is designated as a wetland <br />does not mean it could not be farmed. The Farm Land Protection Act <br />
