MINUTES <br />CITY COUNCIL <br />AUGUST 23, 2000 <br />Fahey stated that he would like the Council to go on record as being in favor of <br />the coordinated development of this area, even if the thoroughfare plan is kept on <br />file as a concept plan. <br />ALLEN/ The City Administrator pointed out that the City is protected with regard to <br />LEEWARD preventing the landlocking of property in this area given that the development <br />WAY of the large parcels in this area will require City Council review and action. <br />Therefore, the consensus was that there was no need to formally adopt a <br />thoroughfare plan for this area. <br />RAILROAD The City Administrator reviewed the lay-out of properties between Woodlyn <br />TRACKS/ Avenue and South Owasso Blvd. He noted that several of the properties are <br />SOUTH legally non-conforming and in order for additional development of these sites <br />OWASSO to occur, Council action would be required. It may also be a good redevelopment <br />AREA area. Therefore, it was the consensus of the Council that a formal thoroughfare <br />plan was not needed for this area. <br />DESOTO/ The Council reviewed the need for a thoroughfare plan in the area of Desoto <br />ALLEN/ Street and Allen Avenue lying west of Edgerton. It was noted that this property <br />EDGERTON is primarily under the ownership of one individual, and any future development <br />would require Council action. Therefore, there is no need for a formal <br />thoroughfare plan for the area. <br />BURKE/ Council reviewed development potential in the Burke Lane/Yorkton Ridge/ <br />YORKTON Condit area. Any future development of vacant tracks of land would require <br />RIDGE/ Council action, therefore, the consensus was there was no need to formally <br />CONDIT adopt a thoroughfare plan for this area. <br />MAPLE Council reviewed the need to provide a road connection from the end of Maple <br />LANE Lane to Yorkton Industrial Park. It was the consensus of the Council not to <br />pursue the road connection given the impact on the residential neighborhood. <br />ARCADE/ Fahey pointed out that development of the vacant lot on Arcade Street would <br />LABORE preclude a road connection into the undeveloped area east of LaBore Road. <br />ROAD However, it was noted that a cul-de-sac could be brought in from LaBore Road <br />just north of the Richie property to provide development potential for those <br />properties further to the south. The City allows a maximum cul-de-sac length of <br />800 feet. Given that potential, Fahey indicated that he was comfortable with not <br />formally adopting a thoroughfare plan for this area.
