MINUTES <br />CITY COUNCIL <br />AUGUST 23, 2000 <br />Fahey pointed out that some day the property will change hands and <br />owners may want to develop. Fahey suggested that the City has to look at <br />the long-term. Additional development in the City results in additional tax <br />revenues. <br />Pedersen suggested that the City can plan for cohesive developments of <br />the area or let development occur piecemeal. Fahey agreed, and pointed <br />out that allowing the area to development piecemeal may result in small <br />cul-de-sac from LaBore Road to access the land to the east. <br />Morelan again pointed out that the property owners are not interested and <br />seem willing to take the chance that their property may become <br />landlocked depending on whether adjacent properties are developed. <br />Pedersen asked how much the wetland delineation and survey work would <br />cost. The City Administrator suggested that the cost could be between <br />$5,000 and $10,000 for surveys, wetland delineation, and engineering <br />review. The City Administrator pointed out that the proposed <br />thoroughfare plan the Planner put together could be maintained on file for <br />the City's internal use in considering any development proposals that <br />might occur. <br />Morelan pointed out that if the thoroughfare plan is adopted and a property <br />owner submits a development proposal, the City would then have a short <br />period of time to acquire any needed right-of--way from that property <br />owner. <br />Fahey stated that without the thoroughfare plan the City will end up with <br />piecemeal development requests. The City Administrator stated that to <br />preserve all the City's rights, the thoroughfare plan becomes a necessity. <br />The wetland delineation and survey work will determine where the <br />wetland is, and where the road and utilities will go. The Administrator <br />referred to the City Attorney's letter detailing the process for adopting a <br />thoroughfare plan. <br />Pedersen asked about donation of land for a nature preserve. The City <br />Administrator indicated that there is a grant program that allows the <br />acquisition of land for open space. <br />Fahey stated that he would hate to see development occur that blocks off <br />access to this area preventing a coordinated development. The <br />Administrator again suggested that the proposed thoroughfare plan could <br />be kept on file and reviewed against any development proposals for the <br />area. <br />
