MINUTES <br />CITY COUNCIL <br />AUGUST 23, 2000 <br />DOES NOT EXIST AS OUTLINED 73Y THE PLANNING <br />COMMISSION <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Morelan, Fahey, Scalze, Pedersen, LaValle. <br />Nays (0). Resolution declared adopted. <br />RECESS At this point in the meeting, 8:45 p.m., the Council took a short recess. <br />The meeting was reconvened at 8:52 p.m. <br />VIKING DRIVE Kathleen Olson and Bill Schorn appeared before the Council requesting <br />DITCH ISSUES that the City provide an engineering analysis for installation of a culvert <br />and fill for the ditch in front of her property at 421 Viking Drive. The <br />City Administrator has recommended that Olson be required to pay for the <br />cost of the engineering as well as the work itself. He noted that this would <br />be consistent with past practice. <br />The City Administrator reported that at a neighborhood meeting prior to <br />commencement of the street improvement project, the issue of elimination <br />of the ditches along Viking Drive was discussed. At that meeting the <br />property owners were opposed to this given their concern about the loss of <br />trees. Scalze pointed out it was represented at the neighborhood meeting <br />that the cost of elimination of the ditch would be assessed back to the <br />benefiting property owners. This cost would have included engineering <br />work as well as the actual work to install culverts, fill the ditches, and sod <br />or seed the area. <br />Schorn reported that he discussed the matter with one of the property <br />owners in the area and was told that the reason they opposed the work was <br />that the City would only give them two weeks to take out the trees which <br />are in the ditch area. The City Administrator replied that this was not <br />correct. Any tree removal would have been done by the contractor as part <br />of the ditch work. The Administrator referred to the minutes of this <br />neighborhood meeting and the fact that the property owners did not want <br />to lose these trees. <br />Olson stated that while she cares a lot about trees, she felt that having 8 to <br />10 foot deep ditches that fill with rain and water is a safety issue. She <br />noted that in Eagan a child drowned in one of these ditches. Olson noted <br />that the City Administrator's memo did not address the safety issues <br />related to these ditches. <br />13 <br />
