MINUTES <br />CITY COUNCIL <br />AUGUST 23, 2000 <br />analysis which needs to be done. Once all the information has been <br />gathered, the matter will be discussed with the City Attorney. <br />The City Administrator reported that he has learned of a DNR grant <br />program wherein assistance is provided for the acquisition of wetland <br />areas. The Administrator indicated that he will find out more information <br />about this program. <br />Pedersen asked if all the properties would have to sell their properties <br />under the grant program. The Administrator replied that there would have <br />to be a significant amount of participation. The Administrator indicated <br />that the application would probably not be considered if the Sculley <br />property were not a part of it. The Administrator reported that the grant <br />can be 100% funded by the DNR; however, applications with matching <br />funds receive higher priority. <br />Jim Pogreba, 987 Beam Avenue, asked for further explanation on the <br />Council's action not to adopt the thoroughfare plan. Fahey reported that <br />the thoroughfare plan will be kept on file as a concept. The plan can be <br />brought back if at some time there is a development proposal presented to <br />the Council for this area or the Council initiates action to formalize the <br />plan. <br />Fahey pointed out that the Council has reviewed areas of the City where <br />there is future development potential and looked at the need for <br />thoroughfare plans in these areas so as to not landlock any properties. In <br />the Arcade Street/LaBore Road area a large number of property owners <br />indicated opposition to a formal thoroughfare plan for the area. There is <br />also a lot of uncertainty as to how the area would develop as well as <br />wetland issues. Therefore, the Council decided to not adopt a formal <br />thoroughfare plan for the area, but to keep the plan on file as a concept at <br />this time. <br />Pogreba commented on the wetland issues and relayed some history of the <br />area and the berm work that was initially done without a permit. Pogreba <br />noted that the work was permitted after the fact by the Watershed and <br />Army Corps of Engineers. Pogreba reported that he was told that the City <br />of Maplewood would take maintain the berm and holding pond; however, <br />this has not been done. The property has since been sold and the berm and <br />wetlands are under the ownership of individual lot owners in Maplewood. <br />Pogreba reported that he and the Sculley family pointed out some four <br />years ago that water is backing up from Maplewood into their properties <br />given that this water cannot get into Lake Kohlman. With regard to the <br />DNR grant program, Pogreba pointed out that land at issue has been <br />17 <br />
