MINUTES <br />CITY COUNCIL <br />AUGUST 23, 2000 <br />ADMINISTRATOR TO EXECUTE THE C,RANT APPLICATION ON <br />73EHALF OF THE CITY; <br />*APPROVAL OF THE VOUCHERS <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Pedersen, Morelan, Fahey. <br />Nays (0). Resolution declared adopted. <br />ARCADE/ Fahey reported that prior to the regular meeting, a workshop was held <br />LABORE to discuss whether or not to adopt a thoroughfare plan for the Arcade <br />ROAD Street/LaBore Road area. Fahey reported that the City Attorney has <br />AREA indicated that in order to formally adopt a thoroughfare plan for this area, <br />a wetland delineation must be done as well as the area surveyed. Given <br />the cost of this work, as well as the fact that the majority of property <br />owners in the area are opposed, the Council is not inclined to proceed with <br />formally adopting a thoroughfare plan. Therefore, the concept <br />thoroughfare plan will remain a concept plan for the area. <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2000-X-197-DECLARING THAT THE CITY <br />WILL NOT FORMALLYADOPT THE PROPOSED <br />THOROUGHFARE PLAN FOR THE ARCADE STREET/LAI3ORE <br />ROAD AREA 73ASED ON THE INPUT FROM THE CITY <br />ATTORNEYAS TO THE PROCESS AND COSTS INVOLVED, <br />73ASED ON THE RESULTS OF THE NEIGH73ORHOOD SURVEY IN <br />WHICH THE MAJORITY OF PROPERTY OWNERS ARE NOT IN <br />FAVOR TO FORMAL. ADOPTION OF THE PLAN, AND BASED ON <br />THE UNCERTAINTY OF POTENTIAL. Resolution declared adopted. <br />The City Administrator reported that City staff has met with the <br />Watershed and the City of Maplewood to discuss the Arcade/LaBore Road <br />area and any increase in wetland in that area as the result of development <br />in Maplewood. The Administrator reported that the development that has <br />occurred has been permitted by the Army Corps of Engineers as well as <br />the Watershed. From initial discussions, it appears that the wetland has <br />not been increased in size, however, there is still some research and <br />t6 <br />
