MINUTES <br />CITY COUNCIL <br />SEPTEMBER 13, 2000 <br />The foregoing resolution was duly seconded by Morelan. <br />Ayes (5) Scalze, Morelan, Pedersen, LaValle, Fahey. <br />Nays (0). Resolution declared adopted. <br />Mr. Morelan introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2000-9-211-APPROVING, THE CONSENT <br />AGENDA WHICH CONTAINS THE FOLLOWING: <br />*APPROVAL OF EXTENSION OF CONDITIONAL. USE PERMIT AS <br />REQUESTED ]3Y MARK GRACZYK FOR 10 WEST DEMONT <br />AVENUE FOR A PERIOD OF ONE YEAR; <br />*APPROVAL OF TILE CERTIFICATION OF 2000 METROPOLITAN <br />LIVA73LE COMMUNITIES ACT (LCA) LOCAL. HOUSING <br />INCENTIVES" ACCOUNT; <br />*APPROVAL OF CITY SUPPORT FOR THE MN CITIES I3U77 DING <br />QUALITY COMMUNITIES EDUCATIONAL EFFORT AS <br />SPONSORED 73Y THE LEAGUE OF MINNESOTA CITIES; <br />*APPROVAL OF FINAL PAY REQUEST FOR MAPI E I EAF <br />COURT DRAINAGE IMPROVEMENT PROJECT; <br />*APPROVAI. OF THE VOUCHERS <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Morelan, Scalze, LaValle, Fahey, Pedersen. <br />Nays (0). Resolution declared adopted. <br />CALL FOR Scalze expressed concern with considering the vacation of the drainage <br />PUBLIC easement on this property given that the Watershed has designed the <br />HEARING area as a wetland. Scalze asked if the DNR or another agency should <br />TO CONSIDER be asked to review this matter. Scalze asked if the Watershed still had <br />VACATION OF a policy of no net loss of wetland area. <br />DRAINAGE <br />EASEMENT The City Administrator reported that the Watershed is the review agency <br />727 KELLER for matters of this type. He pointed out that in 1981 the Watershed <br />PARKWAY required a drainage easement over a small area of wetland for this <br /> particular property. The Watershed has reviewed the filling plans that <br /> have been proposed for the site and feels they are reasonable. The <br /> Watershed has indicated that it is necessary to maintain a drainage <br /> easement on the westerly 20 feet of the property. The Administrator <br />
