MINUTES <br />CITY COUNCIL <br />SEPTEMBER 13, 2000 <br />indicated that the Watershed ensures there is no net loss of wetland area, <br />and this issue has not been neglected in the review of this matter. <br />Morelan asked if the vacation would result in elimination of a drainage <br />easement, and not necessarily the elimination of the wetland. <br />The Administrator pointed out that the fill permit was approved by the <br />Watershed. However, in preparing for the placement of a house on the <br />property, it was discovered that there was a drainage easement on the lot <br />that would interfere with the placement of the house. The Administrator <br />reported that Cliff Aichinger of the Watershed has done an extensive <br />review of this property and feels that vacation of the drainage easement as <br />it interferes with the house is appropriate. The Administrator indicated <br />that he could obtain further documentation from the Watershed on this <br />issue for Council's consideration at the vacation hearing. <br />The Public Works Director described the easements that exist on the <br />property and the proposed house placement. He noted that an excavation <br />and fill permit have already been approved for the lot. He further <br />indicated that in 1981 the Watershed took a very conservative approach <br />with regard to the drainage easements that were required. However, upon <br />further review have indicated that these easements can be modified. <br />Scalze pointed out that she and other property owners in the City have <br />designated wetlands on their property. She asked if the Watershed is <br />going to approve the filling of these wetland areas. <br />Fahey pointed out that the filling of the wetland area east of LaBore Road <br />is a hot issue right now. Fahey asked if the Watershed is requiring any <br />replacement of the wetland that would be filled at 627 Keller Parkway. <br />Again, the City Administrator indicated that he would obtain further <br />clarification of these concerns from the Watershed for the September 27`x' <br />Council meeting. <br />Mr. Morelan introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2000-9-272 - CAI,ING FOR A PU73LIC <br />HEARING FOR WEDNESDAY, SEPTEMBER 27, 2000 AT 7:30 P.M. <br />TO CONSIDER THE VACATION OF A PORTION OF DRAINAGE <br />EASEMENT ON THE PROPERTY LOCATED AT 627 KEI,LER <br />PARKWAYAS REQUESTED 73Y DENISE KERR <br />
