MINUTES <br />CITY COUNCIL <br />SEPTEMBER 27, 2000 <br />area. That matter will be evaluated as part of future redevelopment efforts <br />north of Little Canada Road. <br />Scalze commented on how well the Little Canada Road improvement is <br />progressing. The City Administrator indicated that the project has been a <br />challenge at times. However, it is progressing on time. Gravel should be <br />down by the end of next week, curbing installed the week of October 9`~', <br />and pavement down within a 7 to 10 days after that. It was also noted that <br />NSP should have the overhead power lines removed by the middle of <br />October. <br />CENTERVILLE Scalze commented on the paving of additional trait along Centerville <br />ROAD TRAIL Road and the fact that the fire hydrant is in the middle of the trail. <br />The Public Works Director reported that the blacktop for the trail was not <br />supposed to be around the fire hydrant. There will be corrections made to <br />this trail to correct this situation. <br />MULTI- The Council reviewed the request of the Parks & Recreation Director <br />DEPARTMENT for approval ofmulti-department head status so that he can be <br />HEAD considered for the position of Fire Chief. Scalze asked about issues <br />STATUS related to workers' compensation insurance coverage as well as <br /> compensation if the dual department head status is approved. <br />The City Administrator pointed out that both the City and Little Canada <br />Fire Department have workers' compensation insurance through the <br />League of Minnesota Cities Insurance Trust. It was also noted that the <br />same issue exists today given that both the Parks & Recreation Director <br />and another City employee are members of the Little Canada Fire <br />Department and respond to day-time fire calls. It was further pointed out <br />that the City's Personnel Policy allows for City personnel who are <br />members of the Fire Department to respond to day-time fire calls at no <br />reduction in pay. Fahey pointed out that the City wanted to encourage <br />membership in the Little Canada Fire Department and also pointed out the <br />need for fire fighters who can respond to day-time fire calls. <br />Fahey asked the City Administrator for his recommendation on the dual <br />department-head status. The City Administrator reported that there has <br />not been a problem with the Parks & Recreation Director serving in the <br />capacity of Assistant Fire Chief, and he anticipated that that would <br />continue. Therefore, he did not foresee a problem with the potential for <br />the Director to serve as the Little Canada Fire Department Chief and <br />recommended approval of the Parks & Recreation Director's request. <br />to <br />
