MINUTES <br />CITY COUNCIL <br />SEPTEMBER 27, 2000 <br />The Planner indicated that Gopher Electronics is planning exterior <br />improvements at some point, and that would be a more appropriate time to <br />do an architectural review of the property. <br />Morelan suggested that granting approval of an architectural review at this <br />time would be saying that the present exterior of the building and site <br />improvements meet the City's architectural standards. <br />Scalze felt that the Gopher Electronics building was a nice building, and <br />she was not sure that the City would require any changes to the building. <br />Fahey pointed out that architectural review is required when building <br />improvements, whether interior or exterior, exceed 10% of the value of the <br />building. Fahey questioned requiring the exterior of a building to be <br />brought up to architectural standards when the property owner is making <br />interior improvements in the area of 10% of building value. <br />Morelan felt that an approval tonight would mean that the City has <br />approved the existing building as it stands. <br />Fahey felt that given the minor nature of the interior improvements, the <br />Council would not require architectural improvements at this time. <br />Pedersen questioned the validity of requiring exterior improvements given <br />that the property owner is proposing to make interior improvements to a <br />building. <br />Morelan suggested that perhaps the wording of the City's architectural <br />review standards needed to be amended. <br />Fahey felt that the City had the discretion whether or not to require <br />architectural improvements. Pedersen felt that if only interior <br />improvements are being made, the City should not require exterior <br />improvements. <br />The City Administrator reported that the architectural guidelines trigger <br />architectural review when there are improvements of 10% or greater in a <br />property. The guidelines do not distinguish between exterior and interior <br />improvements. The Administrator suggested that perhaps that issue <br />needed to be clarified in the guidelines. <br />Scalze suggested that the City would not want to preclude a property <br />owner from improving the interior of their building and bringing a <br />building up to code because architectural review will then trigger exterior <br />
