MINUTES <br />CITY COUNCIL <br />OCTOBER 25, 2000 <br />MONUMENT amendment has been requested by Gordie Howe, Masterpiece Homes, <br />SiGN5 so that residential monument signs for Purina Park can be constructed on <br />the center islands within the rights-of--way for Allen Avenue at the <br />intersections with Centerville Road and Desoto Avenue. Fahey pointed <br />out that the Planning Commission has recommended approval of the text <br />amendment. The City Planner has also recommended approval but has <br />identi&ed some issues that should be addressed. <br />Gordie Howe described the monument signs that he is proposing at either <br />end of the Purina Park development. He noted that the signs would be <br />placed in the existing islands within Allen Avenue. These islands are <br />located within the public right-of--way. Howe reported that the Purina <br />Park Townhome Association is in support of the proposal, and have <br />agreed to accept any liability that is incurred. The Association is <br />purchasing insurance coverage to cover this liability. <br />Fahey stated that he would support the proposal given that the center <br />islands already exist; therefore, there is no additional danger to the public <br />being created. Scalze felt that the text amendment should be specific in <br />saying that the City will only allow residential monument signs within an <br />existing island within the right-of way. It was felt that the center island <br />provided a protecting barrier between traffic and a monument sign. <br />Pedersen questioned the need for monument signs noting that they are <br />typically constructed when a project is first being marketed. He noted that <br />Purina Park is sold out. He also felt that once a neighborhood is <br />established, it was somewhat out of character to have a monument sign <br />given that other neighborhoods do not have them. <br />Howe pointed out that the Purina Park residents would like to have <br />monument signs. He also noted that there is a monument sign at the <br />entrance to Cobblestone Village and it has been an asset to that <br />development. <br />There was no one present from the general public wishing to comment on <br />this matter. <br />Upon motion by LaValle, seconded by Fahey, the public hearing was <br />closed. <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />RE.SOI.
