MINUTES <br />CITY COUNCIL <br />NOVEMBER 21, 2000 <br />LaValle stated that he did not want to lose a $4 million project and a <br />business that employs 250 people. <br />Frattalone indicated that he would like the Council to vote on his concept <br />proposal this evening. He indicated that he would like to begin <br />construction on a project in the spring. <br />Fahey pointed out that he would oppose the project if Frattalone insisted <br />on a vote this evening because he felt this was an issue that the new <br />Council should act on. <br />Morelan asked about the timing for the formal PUD process. The City <br />Planner noted that the deadline for the December meeting cycle is next <br />Monday. Full plans for the development would have to be submitted at <br />that time. Frattalone indicated that he would not be ready for make <br />application in December. <br />Morelan asked if the Frattalone recycling operation would be moved to <br />this site. Frattalone indicated that he would not have room on the site for <br />the recycling business. <br />Frattalone reported that he has had a landscape contractor interested in his <br />existing site. Comfort Bus has also been interested, but may be moving to <br />a Maplewood location. He also noted that the City has expressed interest <br />for the City Garage. <br />Fahey pointed out that this is a concept review before the Council this <br />evening. He indicated that he did not feel the current Council should act <br />on the concept when the new Council that takes over in January may feel <br />differently about the proposal. Fahey suggested that the concept review be <br />tabled until the first Council meeting in January. He suggested that in <br />preparation for that meeting, City staff obtain information on the valuation <br />of the McKesson building and the difference in tax revenue generated <br />from the McKesson building versus the buildings that Frattalone is <br />proposing. Fahey further suggested that the City obtain the independent <br />view of a real estate consultant as to what they think would be a good use <br />for this site, whether or not the property is highly marketable as a <br />corporate office site, whether office/warehouse is preferable, etc. <br />Scalze stated that she did not have a problem with the buildings proposed <br />by Mr. Frattalone, but she did have a problem with the outdoor storage. <br />Frattalone pointed out that for a business his size, he has a bigger shop and <br />office than most contractors. Frattalone commented that he cannot make <br />his outdoor storage go away. He indicated that he owns property in the <br />
