MINUTES <br />CITY COUNCIL <br />DECEMBER 20, 2000 <br />Scalze asked if there has been any discussion about assisted living housing <br />for seniors. The City Administrator reported that Presbyterian Homes <br />applied for a grant to develop assisted living housing, but did not receive <br />approval. Without grant funding, it is not likely that an assisted living <br />project could be developed. The Administrator suggested that a meeting <br />be set up in January with Presbyterian Homes relative to an additional <br />senior housing project. <br />The Council discussed the City Administrator's suggestion that the City <br />may want to consider developing the northeast corner of Rice Street and <br />Little Canada Road on its own if a developer does not come forward with <br />a project. <br />Morelan asked the duration of the TIF District. The Administrator replied <br />that there are 17 to 18 years of collection left in this district. <br />The Administrator asked if he should spend any time looking into the <br />possibility of the City constructing a spec building on this land. It was the <br />consensus of the Council that some preliminary information should be put <br />together on the cost of the project as well as the risk to the City. <br />The Administrator pointed out that the improvement of Middle Street and <br />Market Place Drive has been moved out to 2003 so that the City can build <br />up some MSA funds for use toward the cost of this project. <br />The Administrator also indicated that a Livable Communities Grant <br />application could aid our redevelopment efforts. He noted the timing <br />problems inherent in this program. He suggested an application maybe <br />possible to help with the cost of streetscape and public amenities for the <br />redevelopment area. <br />With regard to the redevelopment of Country Drive, the Administrator <br />pointed out that the Don Gagne property is the key piece in the <br />redevelopment of this area. The Administrator noted that the City Council <br />has indicated that it would not use eminent domain to acquire property <br />from long-standing property owners not interested in selling. <br />The City Administrator indicated that staff has been working with NSP as <br />well as Masterpiece Homes on the completion of some trail connections. <br />He noted that trail completion is one of the key priorities for the year <br />2001. <br />Fahey agreed and indicated that while redevelopment efforts are the top <br />priority, trail completion is second.
