MINUTES <br />CITY COUNCIL <br />DECEMBER 20, 2000 <br />make a decision on the City garage issue before there are no available <br />properties available for relocation of the City garage facility. <br />Fahey noted that the Frattalone parcel may be a good location for a new <br />City garage should Frattalone Excavating relocate to the parcel at the end <br />of Spruce Street. <br />Scalze did not feel the Frattalone development concept should be tied to <br />the City garage issue. She also pointed out that a portion of the Frattalone <br />property is zoned I-P, and indicated that the development of that site <br />would have to conform to I-P standards. The City Administrator indicated <br />that the non-conforming use of the site can continue as grandfathered until <br />such time as it is discontinued for a period of six months or longer. <br />Should that occur, site usage would have to conform to zoning standards. <br />Scalze pointed out the potential for the Rush Line light rail as well as <br />Northeast line to go through Little Canada, and suggested this could <br />impact the Frattalone parcel located at the end of Spruce Street. <br />Pedersen stated that it was his understanding that a light rail system may <br />go down Highway 61 and through Little Canada. <br />Scalze pointed out that many cities are interested in having a commuter <br />rail system service their residents. She felt that this was an issue that the <br />Council had to keep informed of and consider when reviewing <br />development proposals. <br />On the issue of senior housing within Little Canada, the City <br />Administrator indicated that he would set up a meeting with Presbyterian <br />Homes and Common Bond to discuss this issue and determine if there is <br />interest in pursuing additional senior housing in Little Canada. <br />The Administrator reported that the Accounting Supervisor has done some <br />research regarding the use of credit cards for City fees, and has found that <br />the Cities of Shoreview and Roseville do accept credit card payments. <br />However, there is an added expense to these cities for providing credit <br />card payment as an option. The report on this issue is being finalized, and <br />it will be presented to the Council in the near future. <br />With regard to development of a City Web site, the Administrator reported <br />that staff is working on this issue. He indicated that he supports <br />development of the Web site provided that the information on the site is of <br />value and timely. Staff will present a detailed report on this issue at a later <br />date. <br />
