Existing Parking Spaces in Pioneer Park (surfaced with Blacktop) <br />Centerville Road Parking Lot 150 <br />Desoto Street Parking Lot 31 <br />Total Parking Spaces 181 <br />The Park Consultant, Bill Sanders, submitted a parking analysis based on the National <br />Recreation and Park Association parking standards. Applied to the thirty-four (34) acre park, <br />the National Recreation and Park Association suggests between 170 and 215 parking spaces <br />(see attached report). <br />The City Council may approve a reduction in the actual number of spaces to be constructed <br />accessory to any use by the approval of a Conditional Use Permit. A Conditional Use Permit for <br />such a reduction shall be allowed only where an applicant can demonstrate the following: <br />1. The demand for parking actually needed by the proposed use will be less than 90% <br />of the requirement, which applies under this Ordinance; <br />2. Based upon an appropriately designed site plan the required number of spaces may <br />be constructed at some future date on the subject site in full compliance with all other <br />requirements of the City's Zoning Ordinance and Building Code; <br />3. The applicant and City enter into a development agreement, to be recorded against <br />the subject property, which includes a clause requiring the owner to install the <br />additional parking stalls, upon a finding by the Planning Commission that such <br />additional parking stalls are necessary to accommodate the use. <br />4. A change of use will necessitate either a new application of a "Proof of Parking" <br />Conditional Use Permit, or compliance with the applicable Zoning Ordinance <br />standard for parking. <br />Proposed Future Parking Expansion (see attached site plan) <br />Northeast corner of Pioneer Park 50 parking spaces <br />Options for parking requirement compliance are as follows: <br />1. Construct additional required parking spaces with asphalt surfacing as required by <br />the zoning ordinance (56 spaces). <br />2. Apply for Conditional Use Permit (CUP) for Proof of Parking to reduce the actual <br />number of spaces constructed and demonstrate the conditions to meet guidelines of <br />CUP. <br />3. Amend the code to reflect standards as recommended by Bill Sanders and the <br />National Recreation and Park Association (see attached report). <br />Attachments <br />1.
