f~ <br />MINUTES <br />CITY COUNCIL <br />OCTOBER 11, 2000 <br />that there is inadequate parking area in her yard for these construction <br />vehicles. <br />Fahey pointed out that the Council has indicated that requests for on-street <br />parking permits are to be handled liberally. The City Administrator <br />agreed, but suggested that staff evaluate whether there is, in fact, no place <br />in the yard for parking construction vehicles. The Administrator pointed <br />out that the needs of residents must be balanced with the needs of <br />pedestrians who utilize the on-street walking areas. <br />Sandra Holm, Morrison Avenue resident, reported that she has had two <br />near accidents pulling her car out from McMenemy Street onto Little <br />Canada Road. She noted that cars are parking in areas designated as no <br />parking near the intersection thus impeding visibility. She further reported <br />that she has asked that the Sheriff's Department enforce these no parking <br />areas, and they have not done so. <br />Holm felt that there was a serious safety issue with cars parking in no <br />parking areas on Little Canada Road and McMenemy Street for vehicular <br />traffic as well as bike and pedestrian traffic. Holm felt that the <br />parishioners at St. John's Church should not be above the law and should <br />have to respect the no parking areas. <br />Fahey stated that he can understand the need for no parking areas at the <br />intersection of Little Canada Road and McMenemy Street in order to keep <br />lines of sight open for traffic. However, he suggested that no parking <br />signs on McMenemy Street in front of St. John's School could be removed <br />until such time as building projects are completed and parking problems at <br />the school resolved. <br />Morelan suggested that the Sheriff's Department be told to enforce the no <br />parking signs at the intersection. He also suggested that the curbs in these <br />areas be painted yellow and that the no parking near the fire hydrants on <br />Little Canada Road and McMenemy Street also be enforced. <br />Holm pointed out that if parking is allowed on both sides of McMenemy <br />Street, the traffic lanes will become very narrow and it will be difficult <br />both traffic lanes to be operational. Holm stated that she would prefer to <br />see no parking remain on one side of the street. <br />Morelan stated that he agreed that both sides of McMenemy Street should <br />not be posted. He pointed out that there was room on the west side of the <br />street for on-street parking, but not on the east side. Morelan felt that on- <br />street parking should be allowed on the west side of McMenemy Street in <br />front of the church and the school. <br />Page 22 <br />
