MINUTES <br />CTTY COUNCIL <br />OCTOBER 11, 2000 <br />Holm pointed out that leaving the east side of the street posted as no <br />parking would leave the shoulder area open for bikes and pedestrians. <br />Fahey pointed out that it is a limited time period on Saturday evenings and <br />Sunday mornings that St. John's Church utilizes parking along <br />McMenemy. Fahey stated that he favored eliminating the no parking on <br />McMenemy on both sides of the street in front of the church and the <br />school and instructing the Sheriff's Department to enforce the no parking <br />regulations at the intersection. Fahey suggested that the Council could <br />revisit the issue in 2001 when St. John's plans for expansion are better <br />known. <br />Holm expressed concern that the issues raised by residents of the area are <br />not being respected. <br />Fahey pointed out that St. John's generates an intense and repetitive use <br />for on-street parking in the area, although this use is concentrated to short <br />periods of time. Fahey pointed out that St. John's could come in every <br />week and request a permit for on-street parking, and rather than go <br />through that exercise, he felt the no parking should be eliminated for a <br />period of time until the construction plans at St. John's are better defined. <br />The expansion that is planned will address parking issues at the school and <br />church. <br />Holm pointed out that the there are parking lots at St. John's and she felt <br />that these could be used and the concerns of the residents in the area <br />respected. <br />The Council discussed the various options for addressing the parking <br />problem, and all agreed that the no parking at the intersection of <br />McMenemy Street and Little Canada Road should be enforced. Fahey felt <br />that the no parking signs should be removed on both sides of McMenemy <br />in front of the church and the school. However, the consensus was to <br />remove the no parking signs from the west side of McMenemy in front of <br />the church up to the school property. <br />Mary Kay Rowan, Principal at St. John's School, indicated that when <br />construction starts at St. John's, the eight parking spaces just north of the <br />school building will be eliminated. She also noted that the school's front <br />door facing McMenemy Street is unlocked during the day. This is the <br />only door unlocked and parents and visitors must use this door to get into <br />the building. Therefore, it would be helpful to have parking on <br />McMenemy for the convenience of those going into and out of the <br />Page 23 <br />
