Parking will occur on the south and <br />rear of the building, Drainage will occur to a pond that will then <br />discharge into the existing wetland. St. Martin reported that they <br />are currently asking the Watershed for a variance from the wetland <br />setback requirement. St. Martin reported that the existing parking <br />lot on the site will be rebuilt with curb and gutter as well as storm <br />sewer installed. This will help to clean up run-off before it gets <br />into the pond. <br />St. Martin pointed out the building layout on the site noting the <br />need for a setback variance for a portion of the building. An 8-foot <br />setback is proposed for the middle portion of the building rather <br />than the 20 feet required by Code. St. Martin pointed out that they <br />are dedicating 17 feet ofright-of--way along the front of the <br />property for Rice Street, and this has made it difficult to work with <br />the 20-foot rear yard setback. <br />The City Planner indicated that in addition to the 17 feet being <br />dedicated for Rice Street, a 40-foot front yard setback is required <br />for the building, The Planner felt that these factors as well as the <br />shallowness of the property were justifications for granting the <br />variance. <br />Knudsen asked if the building would be air conditioned, which <br />would allow Goodyear to keep its doors shut during the summer <br />months. St. Martin replied that the building would be air- <br />conditioned. <br />St. Martin questioned the Planners recommendation relative to <br />architectural treatments on the front of the building, specifically <br />with relation to the vestibule areas. St. Martin pointed out that <br />bringing out the vestibules would result in a larger rear yard <br />setback variance since the building would have to be pulled back <br />further. <br />The City Planner indicated that architectural review will occur at <br />the time of final plat consideration. It was felt that there were <br />alternatives that could be explored for architectural treatments to <br />dress up the outside appearance of the vestibule areas. <br />Jay Reiling reported that he is the owner of the property and that <br />he is opposed to the rezoning as well as the other actions before the <br />Commission. Reiling reported that when he purchased the <br />property, he tried to work with the City to redevelopment the site. <br />As a result, a moratorium was placed on the property so that it <br />15 <br />
