MINUTES <br />PLANNING COMMISSION <br />JANUARY 13, 2000 <br />The Zoning Administrator indicated that this matter had been <br />before the Commission previously. However, the Council sent it <br />back to the Planning Commission for consideration of open and <br />outdoor storage of equipment as a principle use for that equipment <br />which is not associated with the primary use of the property. The <br />Zoning Administrator reported that Mr. Rossow operates several <br />businesses from his property. Equipment associated with these <br />businesses includes construction equipment, dump truck, road <br />grader, and a construction trailer. <br />Keis asked if the construction trailer moves in and out of the site. <br />Mr. Rossow reported that the trailer has not moved for several <br />years. However, it is licensed and is capable of moving. <br />Keis pointed out that if the trailer is moved in and out of the site, it <br />would be considered a construction trailer and would be permitted. <br />However, if it does not move, it is considered as storage and is not <br />permitted. Keis suggested that there was not a problem with Mr. <br />Rossow's request except for the issue of the trailer. Keis noted <br />that the City has required other property owners using trailers as <br />storage to move these trailers from their properties. <br />Rossow indicated that there are a lot of trailers in Ryan Industrial <br />Park that move as infrequently as his does. <br />Keis pointed out that the City has not approved any trailer storage <br />in Ryan Industrial Park. The Zoning Administrator agreed that <br />trailers used for storage in place of a building have to be removed. <br />There are some businesses in the Park which have construction <br />trailers that have been approved. These trailers move in and out of <br />the Park frequently to job sites. <br />Rossow indicated that the problem is that the Code is not well <br />defined in this regard. <br />Keis pointed out that the fact of the matter is that the trailer has not <br />been moved in a couple of years, which makes it a storage trailer. <br />Knudsen noted that the trailer cannot be used as a permanent <br />storage unit. <br />Rossow indicated that he would agree that if the trailer was not <br />capable of being moved, then it should be considered a permanent <br />storage unit. However, this trailer is licensed and operable. <br />
