The submittal package consisted of a seven-page plan set including title <br />sheet, existing conditions, site plan, grading plan, utility plan, preliminary plat and detail sheet. <br />The submittal package was prepared by Loucks and Associates. Also submitted were exterior <br />elevations and floor plans. Based upon your review and discussions with Greg Schroeder, <br />Public Works Director we would offer the following comments: <br />A. Preliminary Site Plan <br />:• The parking layout shows 22-foot wide drive lanes with 20-foot deep parking stalls. We <br />would suggest around the perimeter of the site where the parked vehicle has an <br />opportunity to overhang the curb that the dimensions be changed to be 18-foot deep <br />parking stalls and 24-foot wide isles. The 24-foot width provides slightly more room for <br />maneuvering vehicles. <br />Only two handicapped stalls are shown near the front of the building. We question <br />whether two are adequate for the total development and whether or not they should be <br />spread out along the front of the proposed retail space. Also a handicapped ramp will <br />need to be provided somewhere along the front sidewalk of the proposed building. <br />•:• Up near the northeast end of the proposed building the corner-parking stall should be <br />provided with a bump out in the curb line to facilitate backing movements out of that stall. <br />B. Grading, Drainage and Erosion Control Plan <br />:• No drainage calculations were submitted. These will need to be submitted, reviewed <br />and approved prior to final approval of the development. The proposed pond at the rear <br />of the development shows a high water level of 950. The top of the berm surrounding <br />the pond is just slightly above 950. We would suggest that at least one-foot of free <br />board be provided from the high water level to the top of the berm. Also an emergency <br />overflow should be provided somewhere near the pond outlet in case the pipe is <br />plugged.
