3248 Twin Lake Road <br />Little Canada, MN 55127-4015 <br />Febmary 29, 2000 <br />Little Canada Planning Commission and <br />Little Canada City Council <br />City of Little Canada <br />515 Little Canada Road <br />Little Canada, MN 55117-1600 <br />Dear Members of the Little Canada Planning Commission and Little Canada City Council: <br />We're writing concerning the easement issues that have arisen from the proposed Property Division of the <br />MitchelUDahlberg lot at 3240 Twin Lake Road in Little Canada. <br />First of all, thank you for the discussions that you had with us during the February 10's Planning <br />Commission meeting and the February 23"r City Council meeting. <br />We understand the need for the City's maintenance employees to have access to the sewer that services <br />this area. However, we feel that the "Mitchell Trail" easement may not be the best location for agravel- <br />based sewer road to be constmcted. Our reasoning is based on two factors: <br />• if built on the "Mitchell Trail," the proposed gravel road would be located very near (~7 ft) the new <br />house that's currently being built by the developer. A road located in such short proximity to the <br />house might not be in compliance with city codes. It certainly would not offer a desirable situation <br />for the future homeowners ofthe new house. <br />• If built on the "Mitchell Trail," the proposed gravel road would be located on a steep hill that <br />probably would not offer the best type of terrain fora 60,000 lb buck to navigate. The City's <br />maintenance employees deserve convenience as well as safe access to the sewer. <br />As a potential solution to these problems, we would like to recommend the following alternatives: <br />• The southern borders of Tract A of the MitchelUDahlberg lot should have an easement assigned to <br />them as a condition for approving the Property Division. The slope on that particular portion of the <br />land is gradual and it would be much better suited to supporting a sewer maintenance road. <br />• The currently existing "Mitchell Trail" easements should then be returned to the previous owners, as <br />suggested during the City Council meeting. The city's tax base could then be increased accordingly <br />as was also suggested at that same meeting. <br />If you have questions, please feel free to call us at (651) 481-9085.
