MINUTES <br />PLANNING COMMISSION <br />MAY 11, 2000 <br />fence is a possibility. However, the fence would only be 6 feet high and <br />anything taller than six feet would not be screened. Spruce trees will <br />eventually grow to 30 to 40 feet in height and will provide better <br />screening. It was also pointed out that there is some deciduous material <br />along the north property line that would remain. <br />Zenner did not feel requiring a 6-foot fence would be an undue burden on <br />the developer. He felt a fence would be a benefit to the residents of <br />Quebec. Zenner also hoped that the same type of brick would be used on <br />the phase II building as exists on phase I. <br />Knudsen felt that the City should do as much as it can to provide screening <br />for the apartment complex. Keis felt that trees were a better long-term <br />solution than a fence. Knudsen agreed. <br />Zenner pointed out that the fence would also prevent debris from blowing <br />onto the Quebec property. He noted that when the spruce trees are <br />planted, they will only be six feet high so will not provide for immediate <br />screening between the two buildings. <br />Keis noted the issue with maintenance of the fence <br />Duray suggested that the Mc Zenner get together with the developers to <br />try to work out a mutually satisfactory screening plan prior to the City <br />Council meeting. <br />Remarke indicated that they would be more in favor of additional trees <br />than constructing a fence. <br />Zenner again indicated his concern about drainage given that the Quebec <br />property is 15 feet lower than this adjacent site. Keis reported that the <br />City Engineer will review the drainage plan. Remarke again reported that <br />there will be curbing and storm sewer installed on the north side of the <br />property that would improve the existing drainage situation. <br />Montour asked about signage. Keis pointed out that signage will be <br />reviewed by the City Planner and will have to meet the requirements of <br />the ordinance. <br />Knudsen felt that the language in the Planner's report regarding screening <br />was somewhat vague and recommended that additional screening be <br />required on the north side of the property. <br />Mr. Bougie, 2921 Condit Street, appeared before the Commission asking <br />about the possibility of planting grass on the berm.
