MINUTES <br />PLANNING COMMISSION <br />MAY 11, 2000 <br />Mr. Zoch was informed that the City Administrator could provide him <br />with this type of information. Mr. Zoch pointed out that the homes were <br />paying taxes. Then the property was vacant for a while and the City was <br />obtaining little tax revenue. Zoch questioned how much the City is ahead <br />as a result of this redevelopment project. <br />Mr. Zoch pointed out that damage is being caused to Condit Street, and <br />asked if he will be assess for repairs to the street. Knudsen indicated that <br />routine street repairs are not assessed. <br />Elaine Zoch reported that last Friday at 4 a.m. the contractor had trucks on <br />Condit Street waking up the neighborhood. This is the second time this <br />has occurred in the past two weeks. <br />Ted Zenner, Quebec Apartments, indicated that the phase I building has <br />been a nice addition to the area. Zenner was concerned about significant <br />changes in drainage on the property given that Quebec Apartments butts <br />up to the phase II property. Remarke reported that the project will be 10 <br />feet away from the shared property line. He noted that the drainage <br />situation should actually improve given there is on-site ponding proposed <br />as well as curbing and storm sewer for the phase II building. <br />Zenner asked about landscaping between the phase II building and the <br />apartments. He noted that there are bedroom on the south side of the <br />Quebec building. <br />Remarke reported that the warehouse portion of the building will face <br />north. There are spruce trees proposed as a buffer between the two <br />buildings. The apartment complex will see the brick wall of the <br />office/warehouse building and the loading dock will not be visible from <br />the apartments. Semi deliveries will occur during normal business hours. <br />Zenner pointed out that there will be a 40-foot separation between one of <br />the driveways for the office/warehouse building and one of the drives for <br />the apartments. Zenner asked if there would be a conflict with traffic <br />patterns for the two uses. He also indicated his concern for screening <br />between the two buildings and asked that in addition to the spruce trees <br />that the City require asix-foot fence be constructed along the property <br />line. <br />The City Planner indicated that the office/warehouse building property is <br />zoned PUD and the apartment building property is zoned R-3. There is a <br />requirement that the loading dock be screened, and the landscaping plan <br />shows 7 spruce trees along the north property line. The Planner <br />recommended increasing the amount of spruce trees, but pointed out that a <br />
