MINUTES
PLANNING COMMISSION
MAY 11, 2000
families are asked to volunteer at least 20 hours per year at the school.
The school will also include an extended day program for students. Koski
reported that the school has been approved by School District #623, but is
actually sponsored by School District #916. Funding comes through State
and Federal funds.
Keis stated that his concern would be what comes down the line. Duray
asked the feeling of Discovery Day Care about the school. Koski reported
that they hope to work with the Discovery Day Care, and pointed out that
the school will likely generate business for the Day Care. However, the
school will have an extended day program that is some competition for the
Day Care.
Tom Conroy, owner of 433 Little Canada Road, reported that he has
discussed the school with the owner of Discovery Day Care who has
expressed concern regarding public-funded competition. However, the
owner of the day care was O.K. with the concept once he realized that it is
a school and not a day care facility. Again, the school hopes to work with
the owner of the Discovery Day Care on expanded play ground facilities
that can be shared, etc.
Conroy felt that the charter school was a more compatible use with the day
care than commercial businesses.
Betty Strohbeen indicated that she had no problem with the charter school
concept.
Kraemer asked if there would be traffic problems with buses going to the
school.
The City Planner indicated that there will be bus transportation to the
school. There needs to be some work done relating to bus circulation on
the site as well as car circulation for parents dropping off children at the
school. There may need to be an easement obtained from the Discovery
Day Care property to extend a driveway for this traffic on part of their site.
Parking for the school also needs to be addressed.
Knudsen recommended approval of the rezoning of 433 Little Canada
Road from Residential Business (RB) to Public (P) in order to
accommodate a charter school subject to compliance with the
recommendations of the City Planner.
Motion seconded by Kraemer.
Motion carried 7 - 0.
