MINUTES <br />PLANNING COMMISSION <br />JUNE 8, 2000 <br />Knudsen asked about the charter school's application to locate in the City <br />of Roseville. <br />The Deputy Clerk reported that she discussed the matter with Roseville's <br />City Planner. He indicated that the charter school has requested a <br />rezoning of property to Public in order that they might locate in the <br />Hamline Shopping Center. It was his understanding that they withdrew <br />their application given the cost of bring the building up to current code <br />standards as well as because of timing concerns. The charter school hoped <br />to be in operation by September, and given Roseville's planning process it <br />appeared unlikely that this would occur. <br />Montour reported that he agreed with the concern raised by the Council <br />that the property could come off the tax rolls if it were rezoned to Public <br />and subsequently purchased by the school district. <br />Knudsen suggested that perhaps a rezoning to RB with an interim use <br />would be the way to go. This would limit the use of the site as a school to <br />Family Academy providing a sunset for the use of the building as a school. <br />The Planner pointed out that Zoning Code is amended to allow public <br />schools in the RB District, if the school district purchases the property for <br />use as a school, it will come off the tax rolls. The Planner noted that the <br />City has more latitude in acting on a rezoning request than it does in acting <br />on a conditional use permit request. <br />Knudsen pointed out the Mayor's position that another school was not <br />needed in Little Canada. Knudsen noted that the school would draw <br />families into the City. Knudsen also pointed out that the role of the <br />Planning Commission is to determine if the use is appropriate for the site. <br />It would be the Council's decision on whether or not another school is <br />needed. Knudsen asked if the Commission wanted to change its position <br />on the rezoning to Public, opting for the text amendment to the RB <br />District. <br />Duray asked if the interim use could be tied specifically to the Family <br />Academy or if it had to be more general and tied to the school use. <br />The Planner indicated that it could be tied to the Family Academy <br />proposal. The Planner noted, however, that if the Zoning Code for the RB <br />District is amended to allow public schools as an interim use, anyone <br />could request an interim use permit. <br />Knudsen pointed out that amending the text for the RB District would <br />open up other issues.
