MINUTES <br />PLANNING COMMISSION <br />JUNE 8, 2000 <br />It was pointed out that the wetland delineation will show whether any or <br />all of the area is protected and what area of the site might be buildable. <br />Phillips also pointed out that the location of the street to serve the <br />townhomes is at the top of a hilt on Park Street. Phillips was concerned <br />that the extra traffic in this particular location would be a safety issue. <br />Phillips also noted that the street lighting in this area of Park Street is <br />poor. <br />Knudsen felt that the townhome use was a good one. Kraemer agreed <br />pointing out that it would be a good buffer use. Knudsen agreed with <br />comments in the Planner's report that landscaping of the site will be a key <br />issue. <br />Bock reported that he would propose to construct upper-end townhomes, <br />perhaps in the $250,000 range. He indicated that given the price range the <br />units would be owner occupied. <br />Kraemer recommended approval of the townhome concept proposal for <br />the Park Street/Rice Street property proposed by Land Holding Company <br />with the direction that the developer consider the comments made by the <br />residents of the area with regard to traffic and lighting concerns. <br />Motion seconded by Carson. <br />Motion carried 6 - 0. <br />MULTI-FAMILY The City Planner indicated that in reviewing clarifications to the Rice <br />HOUSING IN Street/Little Canada Road PUD District, the Council discussed the <br />PUD DISTRICT elimination ofnon-senior citizen multi-family housing from the District. <br />The Council supported the development of senior citizen multi-family <br />housing in the District, but did not want to encourage non-senior market <br />rate multi-family. The Planner noted that senior multi-family housing is <br />typically not as intense of a use for a number of reasons such as there are <br />fewer people per housing unit. <br />The Planner indicated that his concern would be that the restriction may be <br />too limiting pointing out that a proposal may be submitted for a <br />commercial building that consists of retail space on the first floor and <br />rental units on the upper floor. <br />The Planner indicated that the Comprehensive Plan emphasizes senior <br />housing in the redevelopment area, however, indicated that market rate <br />housing could be considered as well. <br />
